The mainstream vector art programs:

Adobe Illustrator
Macromedia Freehand
CorelDraw

will allow you to add a stroke to text. This added thickness is usually needed on small text when sandcarving.

The ability to stroke text is one of the two most important reasons to use a vector art program.  (The other reason being the ability to scale artwork to any size and maintain the highest possible resolution.)

In Illustrator select your text with the selection tool (black arrow).  Under the stroke window select a stroke weight.

In Freehand this is accomplished by selecting the text tool, highlighting the desired text and then choosing Basic from the Stroke Inspector pop-up.  You can then select a stroke weight.

In CorelDraw select the text with the selection tool.  Use the outline pen window to select a pen width.
