I am having trouble finding paint for etched glass that has rich color and that it will stay on the etched glass. Do you know which brand or type of paint is best? Do you know where I can purchase some?

Enamel based paints are best for glass they are a high gloss paint they dried very hard.
There are a lot of great paints for glass. Translucent/ Opaque (Translucent paint allow you to see through the color, much like stained glass - very nice effect for clear glass).
Visit your local Michael's, Hobby Lobby/Arts and crafts supplies store and look around in the painting and glass craft section. You will find a host of enamels paints in several forms, paint pens, liquid opaque paints, and translucent.

Tips:

Typically, you will need to thin the paint to a milk consistency and spray with several light passes. Be careful with enamel spray cans, they can come out thick and spotty so they are easy to over paint, they are not sprays with a fine atomization.
Over the counter spray-paints (acrylics) work great on ceramics and stone, but will not adhere to glass very well.

My paint is peeling out of the etched area.

If you have not had good luck with painting in the past, It’s possible you could be using the wrong paint or just applying too heavy of a coverage.
Applying too much of any paint may cause the paint to peel out of etched areas because it dries a solid ridge between the mask and the glass.

Tips:

Airbrushing is likely the best application and does not have to be expensive, Testers has a very affordable/simple $15 airbrush ideal for basic painting.
Hand painting is ideal in smaller areas.
Paint Pens are the most versatile and convenient but typically used for small etch areas. Paint pens can be used with the mask on, but typically best after striping the mask. Simply flood the etched areas and when dry use a new clean razor and damp cloth serape up the excess and buff with the damp cloth.

Is the color affected by which side of the glass is etched?

This Depends on the type of paint you have selected. A translucent color for glass which are nice when viewed through the glass (etched rear surface) because translucence allow light through and appear as an inlay. Over the counter spray-paints (acrylics) work great on ceramics and stone, but will not adhere to glass very well.

Tips:

Color fill on glass displays the best color when etched on the front surface, particularly for Jade glass.

The green tint in Jade glass mute's the paint's color.
